SUBHADRA scheme

The SUBHADRA scheme is a flagship initiative by the Government of Odisha aimed at financially empowering women, improving their socio-economic status, and promoting their safety and well-being.

Named after Goddess Subhadra, the scheme aims to empower women economically and socially. Under this scheme, eligible women beneficiaries aged between 21 and 60 will receive an annual financial aid of ₹10,000, disbursed in two installments of ₹5,000 each. These installments are scheduled for Rakhi Purnima (Raksha Bandhan) and International Women’s Day.

What are the primary goals of the SUBHADRA scheme?

The goals include providing financial support, improving awareness of rights, enhancing health and educational outcomes, promoting financial independence, encouraging digital literacy, and fostering personal and professional growth for women.

Criteria Details
Eligibility The women beneficiary must meet the following eligibility criteria to avail the benefits of this scheme:

  1. The applicant must be a resident of Odisha.
  2. The applicant should be covered under the National Food Security Act (NFSA) / State Food Security Scheme (SFSS). Any woman from a family without an NFSA or SFSS Card can apply under SUBHADRA if her family income is not more than Rs. 2.50 lakh (Rupees Two Lakhs and Fifty Thousand only).
  3. To be eligible under the scheme, the applicant’s age should be 21 years or more and less than 60 years as on the qualifying date. The date of birth, as recorded in the Aadhaar card would be taken as the final date for the calculation of her age.
  4. For financial year 2024-25, the woman must be 21 years or more and less than 60 years, as on 01.07.2024. Therefore, the applicant must be born on 02.07.1964 or later and born on 01.07.2003 or earlier. The date of birth, as recorded in the Aadhaar card would be taken as the final date for the calculation of her age.
  5. For 2024-25, if a woman attains the age of 21 years after 01.07.2024, she will get Rs.10,000 per year, only for the remaining years of the scheme period. In 2024-25, women who complete 60 years of age after 01.07.2024, will not receive the benefits for the remaining years of the scheme period.
Ineligibility The women falling under any of the following categories shall be ineligible to receive the benefits under the scheme:

  1. Any woman receiving financial assistance such as pension, scholarship etc. of Rs.1500 per month or more or Rs.18,000 per annum or more under any State or Central Government Scheme would be ineligible.
  2. Any woman who either herself or whose family member is:
    1. A current or former Member of Parliament (MP) or Member of the Legislative Assembly (MLA).
    2. An Income Tax Payee.
    3. An elected public representative in any Urban Local Body or Panchayati Raj Institution (excluding Ward Member / Councillor).
    4. Employed as a regular or contractual employee in State Government or Government of India or Public Sector Undertaking or Board or Local Body or Government Organization or is receiving pension after retirement. However, all workers receiving honorarium such as ASHA, Anganwadi Worker, Community Resource Person, Master Book Keeper, etc. and all those engaged through outsourcing agencies would be considered, if otherwise eligible under this Scheme.
    5. An elected / nominated / appointed representative in any Government Department or Undertaking or Board or Organization of Government of India or State Government.
    6. An owner of a 4-wheeler Motor Vehicle except tractors, mini-trucks, small commercial vehicles and other similar light goods vehicles.
  3. The family of the applicant owns more than 5 acres of irrigated land or 10 acres of non-irrigated land. (N.B: For the purpose of this Scheme, the definition of family would be as defined in National Food Security Act (NFSA) / State Food Security Scheme (SFSS).)

The scheme targets over 1 crore women across Odisha, with more than 50 lakh women already registered. The funds will be directly transferred to the beneficiaries’ Aadhaar-enabled bank accounts, ensuring transparency and efficiency. Additionally, a Subhadra Debit Card will be issued to facilitate digital transactions. Women from economically well-off families, government employees, and income-tax payees are excluded from the scheme.

Samrudha Krushaka Yojana

CM Kisan Yojana

Previous name: Kalia Jojana

The CM Kisan Yojana is a welfare scheme launched by the Odisha government to support small, marginal, and landless farmers. KALIA scheme was replaced by CM-KISAN Yojana. This initiative, introduced in September 2024, aims to provide financial assistance to farmers who are not covered under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme.

  • Small and Marginal Farmers: Eligible farmers receive ₹4,000 per year, disbursed in two installments of ₹2,000 each during the Rabi and Kharif seasons.

Viksit Gaon Vikasit Odisha

Previous name: Ama Odisha, Nabin Odisha

The Viksit Gaon Vikasit Odisha initiative is a comprehensive development program launched by the Odisha government to transform rural areas by providing urban amenities and improving the quality of life for villagers. This scheme is part of the broader vision of achieving a developed Odisha by 2036, aligning with the national goal of Viksit Bharat by 2047.

The Viksit Gaon Vikasit Odisha initiative is a significant step towards bridging the urban-rural divide and ensuring inclusive growth across the state. On road to realise the vision of a Viksit Odisha by 2047, the budget size of Odisha is likely to be doubled to Rs 4.5 lakh crore by 2029-30 from Rs 2.3 lakh crore in 2023-24.

Outlining the roadmap to achieve the target, the fiscal strategy report released by the Finance department for the next five years has laid optimum focus on increasing capital spending in social and economic sectors that will propel all-round development and upliftment of the people, and spur growth from the bottom.

July 11, 2023: Ama Odisha Nabin Odisha’ scheme: The Odisha Cabinet recently approved the ‘Ama Odisha Nabin Odisha’ scheme, allocating a budget of Rs 4,000 crore. The scheme aims to enhance rural infrastructure and preserve the rich cultural heritage of the state, particularly the Jagannath culture.

Augmenting Rural Infrastructure: Under the ‘Ama Odisha Nabin Odisha’ scheme, Gram Panchayats have been empowered to undertake various works worth up to Rs 10 lakh. This includes the preservation and protection of local places of worship, historical sites, and other essential infrastructure needs. The objective is to bridge the gap in education infrastructure, provide internet connectivity, establish playgrounds, science parks, and training facilities. The scheme also aims to develop work hubs, skill centers, and banking facilities to support rural entrepreneurs, with a special focus on women.

Panchasakha Sikhya Setu:

The Panchasakha Sikhya Setu is the new name for the previously known Mo School Abhiyan in Odisha. This initiative, renamed in September 2024, aims to enhance the quality of education in government and government-aided schools by fostering strong connections between alumni, their alma mater, and the community.

The program was originally launched on November 14, 2017, and has been instrumental in mobilizing resources and support for school development. The renaming to Panchasakha Sikhya Setu is a tribute to the five revered saints of Odisha, known as the Panchasakha, who played a significant role in the region’s spiritual and cultural history.

The initiative continues to focus on:

  • Alumni Engagement: Encouraging former students to contribute to the development of their schools.
  • Community Involvement: Bringing together local communities to support educational initiatives.
  • Resource Mobilization: Leveraging funds and resources for school improvement projects.

Here are some details about the program:

  • Budget: The state government has allocated a budget of Rs 332 crore for the program in the current financial year.
  • Goals: The program aims to transform the education sector by engaging stakeholders, including alumni, and encouraging their active participation.
The Panchasakha refers to five renowned saints and poets from medieval Odisha who significantly influenced the region’s spiritual and literary traditions. These five friends are:

  1. Achyutānanda Das
  2. Ananta Das
  3. Jasovanta Das
  4. Jagannātha Das
  5. Balarāma Das

They lived between 1450 and 1570 AD and were instrumental in promoting the Bhakti movement in Odisha. Their teachings and writings focused on devotion to Radha and Krishna, and they played a crucial role in making spiritual knowledge accessible to the common people.

The Panchasakha were also known for their association with Chaitanya Mahaprabhu, a prominent spiritual leader who referred to them as his five souls (Pancha Ātma). Their collective works and contributions have left a lasting legacy in Odisha’s religious and cultural history.

Utkarsh Utkal

The name of the “Make in Odisha” program was changed to “Utkarsh Utkal” for the 2024 Odisha budget. It is a flagship investment summit organized by the Government of Odisha to promote industrial growth and attract investments to the state. The event, now rebranded as the Utkarsh Utkal Conclave, aims to showcase Odisha’s potential across various sectors.

Key Highlights:

  • Investment Attraction: The conclave has successfully attracted significant investments from major companies like NTPC, Tata Steel, Adani, and JSPL.
  • Sector Focus: Key sectors include metals, petrochemicals, textiles, food processing, electronics, and tourism.
  • Economic Impact: The previous editions have seen investment proposals worth thousands of crores, creating numerous job opportunities.

Recent Developments:

The upcoming edition, now called the Utkarsh Utkal Conclave, is expected to take place between late November and early December 2024. The focus will include new areas like semiconductor manufacturing, leveraging Odisha’s resources and trained manpower.

This event aims to attract investments and promote industrial growth in Odisha. The upcoming conclave is expected to take place within the next six to seven months.

The focus areas of the Utkarsh Utkal Conclave include:

Semiconductor Manufacturing: Odisha is seeking investments for setting up semiconductor plants, leveraging its advantages in trained manpower, land availability, water, and energy resource.

The UTKARSH Mission is an initiative aimed at rapidly improving selected districts across India, including Mayurbhanj in Odisha. Launched on January 22, 2022, the mission focuses on enhancing key performance indicators (KPIs) under four major schemes: Pradhan Mantri Awas Yojana-Gramin (PMAY-G), Mahatma Gandhi NREGA, National Rural Livelihood Mission (NRLM), and Deen Dayal Upadhyay Gramin Kaushalya Yojana (DDU-GKY).

Shree Anna Abhiyan

The Shree Anna Abhiyan is a flagship program launched by the Government of Odisha in 2017 to revive millets in farms and to promote the cultivation and consumption of millets, particularly in the tribal areas of the state. It emerged from a consultation between Government, Academia (NCDS) and Civil Society Organisations (RRA Network, ASHA Network and local NGOs). It is first of its kind of agriculture programme with priority on increasing consumptions in Odisha.

Mukhyamantri Krushi Udyog Yojana: Government of Odisha have launched MKUY w.e.f. 01.06.2018 which envisages ease of doing agribusiness through process simplification of Commercial Agri¬Enterprises (CAE) and implementation modalities by making it simple, transparent, time bound at all stages for the benefit of the farmers especially agri¬entrepreneurs.

Capital Investment Subsidy will be provided to the Agro-entrepreneurs for setting up of Commercial Agri-Enterprises under Mukhyamantri Krushi Udyog Yojana (MKUY) under State Agriculture Policy.

It aims to promote setting up of Commercial Agri-Enterprises in creating income and employment opportunities in the State of Odisha under agriculture and allied sectors.

Buxi Jagabandhu Assured Water Supply to Habitations (Basudha) scheme / Mega Pipe Water Scheme In Nov 2018: Chief Minister Naveen Patnaik laid foundation stone for the much-awaited drinking water project under ‘Buxi Jagabandhu assured drinking water to all habitation’ (Basudha) scheme.

Buxi Jagabandhu Assured Water Supply to Habitations (Basudha) scheme / Mega Pipe Water Scheme launched in Odisha to provide portable piped water supply to all and to ensure that given water is safe for drinking & domestic purposes, water from Rushikulya river is to be treated at an estimated cost of Rs. 203 crore.

Odisha Livelihoods Mission (OLM):

In the year 2006, Government of Odisha formed a society named “Orissa Poverty Reduction Mission (OPRM)” to implement various poverty reduction programmes in the state, which was reconstituted and renamed as “Odisha Livelihoods Mission (OLM)” an autonomous society under the aegis of Department of Mission Shakti, Government of Odisha, presently implementing both National Rural Livelihoods Mission and National Rural Livelihoods Project.

OLM has put in place a dedicated and sensitive support structure, to take the rural poor households out of poverty line trough capacity building, financial assistance and self- reliant institutions. Odisha Livelihoods Mission commenced its functioning in year 2012. OLM has reached out to 30 districts in Odisha through both intensive and non-intensive approach. While 24 districts with 88 blocks have been covered under Intensive implementation approach. The rest of the blocks and districts are worked upon through non-intensive mode. A total 2,65,000 SHGs are NRLM compliant across the state by October 2015.

Odisha Livelihoods Mission aims at:

    • Mobilizing all the poor households into functionally effective SHGs and their federations;
    • Enhancing their access to bank credit and other financial, technical and marketing services;
    • Building their capacities and skills for gainful and sustainable livelihoods development;
    • Converging various schemes for efficient delivery of social and economic support services to poor with optimal results.

Augmentation Basic Amenities & Development of Heritage & Architecture at Puri (ABADHA): ABADHA scheme was launched during 2017-18 to develop Puri, the State Cabinet had a cost outlay of ₹3,208 crore. This has made it one of the largest State- sponsored projects for development of a religious place. “A number of projects are under implementation.

State Government has focused development basic infrastructure at Puri as the place has world wide attraction for Lord Jagannath Temple. The scheme includes Land Acquisition Charges/Re- habilitation& Resettlement/ Road Improvement for providing better facilities in & around Shree Jagannath Temple.

Jaga Mission: The state government of Odisha launched the Jaga Mission in 2017. Also known as the Odisha Liveable Habitat Mission, it is the world’s largest slum titling and upgradation initiative. It is implemented based on the “The Odisha Land Rights to Slum Dwellers Act, 2017”. It is a unique land titling project under which land rights will be provided to eligible slum residents. It also includes upgradation of physical infrastructure in slums like roads, drains, streetlights, sanitation and clean water supply It aims to transform slum areas into liveable habitats called “Adarsh Colonies”.

Jaga Mission is the largest land titling and slum upgrading scheme in India and one of the largest in the world. The project is ongoing and is scaling up across Odisha state thanks to a mentoring model, under which 62 specially trained mentors from 28 pilot cities have gone to support other cities during their slum upgrading work. Their experience has helped orientate newer cities to the programme’s nuances, speeding up the upgrade process.

To date, 585 of Odisha’s 2,919 slums have been fully upgraded and eight cities have been declared totally slum-free.

Setu Bandhan Yojana (Rural Bridges)

Biju Setu Yojana has been renamed as Setu Bandhan Yojana. Besides funding from NABARD for construction of bridges, Ministry of Rural Development, Government of India is also providing funds for construction of bridges on PMGSY roads, permissible under the guidelines of the scheme. Bridges are also being constructed out of the allocated funds to R.D. Department under WODC, IAP, BRGF etc. This initiative plays a crucial role in the socio-economic development of rural areas by facilitating better access to markets, healthcare, and educational institutions.

  • Objective: To provide all-weather connectivity to rural areas by constructing new bridges on Rural Development (RD) roads and important Panchayat Samiti (PS) roads.
  • Launch Date: The scheme was launched on October 9, 2011.
  • Scope: The program covers the construction of bridges on strategic and important roads to ensure seamless transportation and connectivity across the state.
  • Achievements: As of now, the construction of 481 bridges has been completed under this scheme, significantly enhancing connectivity for many villages.

Gramanchal Paribahan Yojana

The Gramanchal Paribahan Yojana is a newly rebranded scheme by the Odisha government, previously known as the LAccMI Scheme. The Location Accessible Multi-modal Initiative (LAccMI) was launched in October 2023 by the previous government of Odisha for rural transport service. Here are the key details:

  • Objective: To improve rural transportation infrastructure and connectivity, ensuring that remote and rural areas have better access to essential services and markets.
  • Budget Allocation: The scheme has been allocated ₹1,085 crore in the 2024-2025 budget.
  • Scope: The scheme focuses on enhancing public transportation facilities in rural areas, which includes the development and maintenance of roads, bridges, and other transportation infrastructure.

Mukhya Mantri Sadak Yojana

Government is keen to provide all-weather connectivity to all unconnected habitations in the State. The habitations having 1000 or more habitations in non-schedule areas and habitations having 250 or more in schedule areas are being connected under PMGSY. Hence there are many habitations, around 7521 habitations, left unconnected.

Mukhya Mantri Sadak Yojana has been launched by State Govt. during 2015 for providing all-weather roads to unconnected habitations having population from 499 to 100 in Non-IAP districts and 249 to 100 in IAP districts and all left out unconnected habitations up to 100 population those are not been covered under PMGSY or any other scheme. That apart, widening of important roads, where trafic intensity is more, is now made permissible under MMSY.

Connecting Missing Road Links (CMRL) Scheme has been introduced in 2022-23 with the objective to bridge the Inter State, Inter District & Inter Block Connectivity gaps & to take care of missing link between State, District & Blocks the State Govt. introduced Inter District Inter Block Connectivity Scheme in the State to effectively meet the transportation needs & also to promote access to economic & social services, thereby generating increased agricultural productivity, non-agricultural employment & nonagricultural productivity. Through this scheme, all the village population of State will be benefited after construction of the project in terms of Health, Education, Marketing, accessibility to tourist centre, nearest G.P., Block, Subdivision, District head quarter etc.

CMRL is mainly intended to provide access to the remote and inaccessible areas with the urban area and administrative head quarters and reducing regional imbalance between the remote rural area and urban areas.

Connecting Unconnected Villages in Difficult Areas (CUVDA)

This scheme is Connecting Unconnected Villages in Difficult Areas (CUVDA) under MMSY has been introduced during 2022-23. This is the rename of scheme UPANTA.

The scheme envisages to provide all-weather road connectivity to more number of Unconnected Habitations/Villages in tribal/hilly difficult areas of LWE districts and to upgrade existing village road network so as to effectively meet the transportation needs, to promote access to economic & social services, thereby reducing LWE activities and providing access to remote pockets which will increase agricultural productivity, non-agricultural employment & non-agricultural productivity. All projects will be taken up as per prevailing codal provision of OPWD code and standard DTCN being followed by State.

Finance will be from State Funding.

Projects under this scheme are mostly of LWE districts such as Koraput, Kandhamal, Malkarngiri, Nuapada & Rayagada. During 2022-23, the projects have been taken up as per recommendation of Home Deptt. In subsequent years it is being planned to include more no of projects in most difficult areas of LWE districts which bears strategic importance from LWE point of view.

All the village population of LWE affected Districts will be benefitted after construction of the project in terms of day to day needs on Health, Education, Marketing, Administrative needs, accessibility to tourist center, nearest G.P., Block, Subdivision, District head quarter etc. for a leading better life style of people living in faraway places detached from mainstream.

Odisha Mineral Bearing Areas Development Corporation (OMBADC) was formed as a Section 25 company on 2nd December, 2014 as per the directive of Hon,ble Supreme court of India for undertaking specific tribal welfare and area development works so as to ensure inclusive growth of the mineral bearing areas’As per mandate, OMBADC will finance projects executed by Line Departments relating to livelihood intervention, health, water supply, sanitation, education etc’from the funds maintained in PL Account of OMBADC. Hence, there is a need to lay down some fundamental principles regarding project financing, execution monitoring applicable to all line Departments, Heads of Departments, Subordinate offices and State Level PSUs or Autonomous Agencies under their administrative control.

The Pradhan Mantri Gram Sadak Yojana (PMGSY)

The Pradhan Mantri Gram Sadak Yojana (PMGSY), was launched by the Govt. of India to provide connectivity to unconnected Habitations as part of a poverty reduction strategy. Govt. of India is endeavoring to set high and uniform technical and management standards and facilitating policy development and planning at State level in order to ensure sustainable management of the rural roads network. According to latest figures made available by the State Governments under a survey to identify Core Network as part of the PMGSY programme, about 1.67 lakh Unconnected Habitations are eligible for coverage under the programme. This involves construction of about 3.71 lakh km. of roads for New Connectivity and 3.68 lakh km. under upgradation.

RIDF: Rural Infrastructure Development Fund (RIDF) with assistance from NABARD

Many Infrastructure Project started earlier were lying incomplete for want of resources. Although there is urgent need of creating adequate employment opportunities in rural areas through development of infrastructure, earlier there had been virtually no institutional arrangements for financing rural infrastructure. Against this background, Government of India in the year 1995 – 96 announced the Schemes for setting up of Rural Infrastructure Development Fund (RIDF) to be operationalized by NABARD for financing the on-going as well as new Infrastructure Projects. NABARD Loan Assistance under RIDF has been a major source of funding for the road and bridge projects of the State. The list of proposal of the projects for NABARD Assistance is placed before the High Power Committee (HPC) constituted under the Chairmanship of D.C.- cum-Additional Chief Secretary for clearance. After approval of Government to the projects cleared by the High Power Committee, the detailed estimates of the projects are sent to NABARD through Finance Department for sanction. On getting the projects sanctioned by NABARD, the process of implementation of the projects starts after completion of the required formalities. Till end of 2016-17, total 414 no. of road projects with length of 5733 km and 204 no. of bridge projects have been taken up under this scheme out of which 346 road projects covering 5208 km road length and 164 nos. bridge projects have been completed. During 2017-18, there is budget provision of Rs.600.00 crore for 32 ongoing bridge projects, 63 ongoing road projects covering a length of 525.000km. Besides, there is token provision for 8 nos. of bridge and 5 nos. of road projects which are at tender stage. 5 nos. of bridge projects and 25 nos. of road projects are targeted for completion under zero based investment scheme of 2017-18. There is target for improvement of 300 km of road length in different stretches during 2017-18.

RLTAP: Special Central Assistance for KBK Districts (Revised Long Term Action Plan)

In order to improve the socio-economic condition of people of KBK Districts, Government has taken effective steps to provide better connectivity as well as to improve existing roads. Works Department has been entrusted to take up road connectivity Program under RLTAP from the year 2001-02. Most of the roads in KBK Districts pass through extremist affected areas and connect Andhra Pradesh and Chhattisgarh. Due to traffic intensity, continuous heavy down pour and flash floods in Hilly Terrain, the roads in the KBK Districts show signs of distress and develop heavy depression as well as number of pot-holes. Some missing links disconnect one place from another. Priority has been given to connect those by constructing bridges on missing links. The scheme has been delinked by Government of India since 2015-16. However, after persuasion by State Government, Government of India has provided balance fund of Rs.70.00 crore which was programmed up to 12th Five year Plan period . Accordingly, during 2017-18, budget provision of Rs.70.00 has been made for 1 no. ongoing bridge, 2 nos of new bridges, , 6nos ongoing road project and 23 new roads. It is targeted to complete 2 nos. of bridge projects and to improve 50 km of road length during the financial year, 2017-18.

word image 8148 5Madho Singh Haath Kharcha: To address high dropout rates among students belonging to Scheduled Tribes, students taking admission in 9th and 11th grade will be provided Rs 5,000 annually. Rs 156 crore has been earmarked for this scheme.

By supporting their educational journeys financially, the scheme not only hopes to reduce dropout rates but also aims to empower students to build a better future for themselves and their communities.

‘Mo Ghara’ (My House) Scheme: This initiative aims to transform kutcha houses into pucca ones. The scheme is expected to benefit around four lakh families in the state

  • Objective: To provide credit-linked financial assistance to families who need funds to complete or upgrade their houses.
  • Eligibility: Families living in kutcha (thatched) houses or those with only one pucca (concrete) room. The scheme targets households with a monthly income below ₹25,000 and those who have previously received housing assistance of ₹70,000 or less.
  • Loan Details: Beneficiaries can avail housing loans up to ₹3 lakh, repayable over 10 years with a one-year moratorium period. There are four loan slabs: ₹1 lakh, ₹1.5 lakh, ₹2 lakh, and ₹3 lakh.
  • Subsidy: The state government provides a capital subsidy to the loan account upon house completion. Vulnerable groups, such as scheduled castes, scheduled tribes, and families led by persons with disabilities, receive enhanced subsidies.
  • Additional Benefits: No processing fees for the loan, and the registration fee and stamp duties are waived off.

This scheme is part of the Odisha government’s broader efforts to ensure housing for all and improve living conditions in rural areas.

Madhu Babu Pension Yojana : The Madhu Babu Pension Yojana(MBPY) is a pension scheme introduced in the Indian State of Odisha with the objective of providing financial assistance to destitute, elderly, and disabled individuals in the state.

The Madhu Babu Pension Yojana was launched by Chief Minister of Odisha, w.e.f. 01.01.2008 by merging the two pension schemes i.e. namely, Revised Old Age Pension Rules, 1989 and Disability Pension Rules, 1985.

Eligibility:

  • Senior citizens aged 60 years and above.
  • Widows of any age.
  • Persons with disabilities (PWD) of any age.
  • Leprosy patients with visible signs of deformity.
  • AIDS patients identified by the State/District AIDS Control Society.

Pension Amount:

The pension amount has been increased by ₹500. Beneficiaries who were receiving ₹500, ₹700, and ₹900 per month will now receive ₹1,000, ₹1,200, and ₹1,400 respectively. (below 80 years and above will get Rs 1,000 and Rs 1,200 respectively. Those with 60 per cent or more disability and above 80 years of age will get Rs 1,400)

The state government has increased the monthly pension for elderly people and persons with disabilities (PwDs) to Rs 3,500 per month.

Beneficiaries currently get a monthly allowance of Rs 1,500. “In the first phase, the hike will be implemented for beneficiaries above 80 years of age and those with disability above 80%.

Note : 36.75 lakh beneficiaries under MBPY

National Social Assistance Programme (NSAP): The state has 21 lakh under NSAP for which the Centre provides Rs 200 and Rs 500 per person, aged 60-79 years and 80 years or above respectively while the states add the rest as top up.

Application Process: Eligible individuals can apply through the Social Security and Empowerment of Persons with Disabilities (SSEPD) Department’s online portal or at the local Block Development Office (BDO) or Municipality Office.

This scheme aims to ensure a basic level of financial security for those in need, enhancing their quality of life.

Bhima Bhoi Bhinna Khyama Samarthya Abhijan (BBSA)

Objective: To promote inclusivity and empowerment among marginalized communities, particularly focusing on persons with disabilities (PwDs).

Launched in 2016-17.

The Jashoda Yojana is a scheme in Odisha that provides financial assistance to orphan children. With an outlay of Rs 83 crore to provide financial assistance to orphaned children.

Banishree Scholarship: The Banishree Scholarship is a program offered by the Social Security & Empowerment of Persons with Disabilities Department of the Government of Odisha. To be eligible for the scholarship, applicants must meet the following criteria:

  • Be a resident of Odisha
  • Be a regular student at an educational institution
  • Have a family income of no more than ₹60,000 per year
  • Not be receiving any other financial assistance from the state or central government

Students who are visually impaired may receive a Reader’s Allowance of ₹100 per month for primary school, ₹150 per month for middle and high school, and ₹200 per month for other studies. Students with orthopedic disabilities of 75% or more may also receive an additional monthly allowance.

National Family Benefit Scheme

The National Family Benefit Scheme (NFBS) provides a one-time financial assistance of Rs. 20,000 to BPL families in Odisha in the event of the death of the primary breadwinner. The scheme is part of the National Social Assistance Programme (NSAP).

To be eligible for the NFBS, families must meet the following criteria:

  • The deceased must have been between the ages of 18 and 60
  • The death must have been due to natural or accidental causes
  • The family must be on the BPL list
  • The application must be submitted within two years of the death

The benefit is paid to a surviving member of the household who is determined to be the head of the household after a local inquiry. The household includes the deceased’s spouse, minor children, unmarried daughters, and dependent parents.

Free laptop scheme:

  • Odisha has a few schemes that provide laptops to students, including:
  • This scheme provides laptops to meritorious students who have passed the +2 exam from the Council of Higher Secondary Education (CHSE), Odisha.
  • This scheme provides laptops to visually impaired students who are pursuing higher education, including professional courses, undergraduate courses, and post graduate courses. The scheme is part of the existing “Special Appliances” scheme.

Shree Jagannath Temple Administration:

The corpus fund for the Shree Jagannath Temple Administration (SJTA) is a fund for promoting and spreading Jagannatha culture. The Odisha government allocated Rs 500 crore for the corpus fund in the 2024-25 annual budget estimates.

The Shree Jagannath Temple Administration also has a corpus fund donation scheme, which is approved by the government of Odisha. The scheme is as follows:

Minimum donation: Donors must donate at least Rs 1 lakh, or Rs 10 lakh for patron donors

Benefits: Donors receive a lamp (dipa) and flag (dhwaja) offerings, and other privileges at the temple

Corpus Fund for Odia Asmita:

The Odisha Cabinet has approved the creation of a Rs. 200 crore Corpus Fund for Odia Asmita. This fund is earmarked for the creation of the Odisha Asmita Bhawan, an Odia translation academy, a premier palm leaf manuscript museum, the Paika rebellion memorial, and district-level e-libraries. The initiatives also encompass instituting Odia chairs in universities globally, subsidizing Odissi music and dance training, and forming a cultural troupe management system.

Godabarisha Mishra Adarsha Prathamika Vidyalaya:

The scheme had received Rs 155 crore in the previous budget. The chief minister has also proposed a new scheme ‘Godabarisha Mishra Adarsha Prathamika Vidyalaya’ with an allocation of Rs 50 crore, which is aimed at providing quality teaching at primary level to children in rural and semi-urban areas

Mahanadi River front Development Project: There are multiple Mahanadi Riverfront Development Projects in Odisha, including in Cuttack, Sambalpur, and Kathojodi:

  • Cuttack: This project aims to create a visual and functional space along the riverfront that provides recreation, refreshment, and a connection with nature and culture. The project includes plans for water sports, restaurants, amusement parks, exhibition pavilions, and interpretation centers.

  • Environmental Considerations: The project is being developed in accordance with guidelines from the National Green Tribunal (NGT) to ensure environmental sustainability.

Din Dayal Karmachari Niwas: The Din Dayal Karmachari Niwas is a new scheme in Odisha to construct hostels and apartment complexes for low-income industrial workers in industrial towns. The scheme is part of the Utkarsha Utkal initiative to attract investments to the state. The budget for the scheme for 2024-25 is Rs 50 crore. Some of the industrial towns that may benefit from the scheme include Kalinganagar, Jharsuguda, Rourkela, Bhubaneswar, Jagatpur, Keonjhar, and Damanjodi.

The Deen Dayal Karmachari Niwas is an initiative aimed at providing affordable housing for government employees. Here are some key aspects of the project:

Mo Jungle Jami Yojana

July 5, 2023: Mo Jungle Jami Yojana: The Mo Jungle Jami Yojana (My Forest Land Scheme) is an initiative by the Government of Odisha aimed at providing livelihood opportunities and ensuring food security for the Scheduled Tribe and forest-dwelling populations. This scheme is entirely state-funded and focuses on recognizing and securing the rights of these communities over forest land.

Key Objectives:

  • Recognition of Rights: Ensuring that forest-dwelling communities receive titles for their land under the Forest Rights Act, 2006. It aimed at bolstering forest rights among tribal communities and forest dwellers across the state.
  • Livelihood Support: Providing resources and support to improve the economic conditions of these communities.
  • Food Security: Enhancing food security through sustainable use of forest resources.

The scheme covers approximately 35,739 square kilometers of forest area in Odisha. It aims to benefit over 7.35 million families by recognizing their rights and providing necessary support.

This initiative is part of Odisha’s broader efforts to empower tribal communities and ensure their sustainable development.

With this initiative, Odisha is set to become the first state in India to recognize both individual and community forest rights. The Mo Jungle Jami Yojana scheme operates in conjunction with the 2006 Recognition of Forest Rights Act (FRA), which focuses on acknowledging the rights of scheduled tribes and other traditional forest dwellers.

The Odisha government has allocated Rs 26 crore for the implementation of Mo Jungle Jami Yojana during the 2023-24 finance budget. The scheme will be entirely funded by the state government, showcasing its commitment to the welfare and empowerment of forest communities. To ensure smooth functioning, Forest Rights Cells will be established across districts for periodic assessment, monitoring, and review of the scheme.

SAFAL:

Oct 2022: SAFAL: Simplified Application for Agricultural Loans: Odisha government has launched a common credit portal SAFAL’ (Simplified Application for Agricultural Loans) for the welfare of farmers. SAFAL is an abridged application for agricultural loans that will enable farmers and agri-entrepreneurs to access over 300 term loan products from more than 40 partner banks. It has also been integrated with Krushak Odisha and will have access to 70-plus model project reports. The application can revolutionise credit provisions for farmers and agri-entrepreneurs. Farmers and Agri-entrepreneurs can view and apply to 300+ Agriculture & Allied Sector loans on SAFAL. India’s first loan portal to allow all farmers in the state to avail formal sector credit from 40+ banks

GO-SUGAM: First of its kind single window platform for scheme application of all farmer centric schemes and services.

Krushak Odisha: A farmer facing Portal for all farmers in the state of Odisha which serves as the singular record of all farmers in the state.

Biju Kanya Ratna Yojana:

The Biju Kanya Ratna Yojana (BKRY) was launched on September 3, 2016 by Odisha government. It is an initiative by the Odisha government aimed at improving the status and well-being of the girl child. Here are the key details:

  • Objective: To create an enabling environment for the survival, protection, and development of the girl child, and to address the issue of declining Child Sex Ratio (CSR) in Odisha.

Rural Housing Odisha

The Government of Odisha commits to provide pucca houses to all the houseless and those staying in Kutcha houses in rural area. In this endeavor following Schemes are implemented by Panchayati Raj & Drinking Water Department.

Pradhan Mantri Awaas Yojana (Grameen): Pradhan Mantri Gramin Aawas Yojana, previously Indira Awas Yojana, is a social welfare programme, created by the Indian Government, to provide housing for the rural poor in India. A similar scheme for urban poor was launched in 2015 as Housing for All by 2022. This scheme is being implemented by Ministry of Rural Development.

Biju Pucca Ghar Yojana: Govt of Odisha is committed to provide Pucca house to all the rural households living in Kuccha houses the state government with a new view to achieving this objective launched Biju Pokhara Yojana during this year 2014.

The objective of the scheme is to convert all kutcha houses into Pucca houses in rural areas of the state in a mission-mode approach. A Pucca house means that it should be able to withstand normal wear & tear due to usage and natural forces including climatic conditions.

Nirman Shramika Pucca Ghar Yojana: The objective of the scheme is to provide Pucca house to building worker and other construction workers in a rural area registered under Odisha building workers welfare board a pock house means that it should be able to withstand normal wear and tear due to usage and natural forces including climate condition.

Mission Shakti: Empowerment of women is one of the key development initiatives identified by the Government of Odisha. Odisha government has been promoting Women’s Self-Help Groups (WSHGs) under the aegis of ‘Mission Shakti’ programme was adopted in 2001. It has grown organically and developed into one of the most successful women’s permanent programme in India. Today, there are a little over 6 lakh SHGs in Odisha under Mission Shakti with 70 lakh members.

“Mission Shakti” has been a noteworthy endeavour for women’s empowerment in the State of Odisha. Under Mission Shakti, the SHG-Bank Linkage Programme is a major Financial Inclusion initiative.

MAMATA:

  • Objective: To provide financial assistance to pregnant and lactating women to improve their health and nutrition status.
  • Eligibility: Pregnant and lactating women of 19 years and above for the first two live births.

Pradhan Mantri Matru Vandana Yojana (PMMVY):

State Food Security Scheme (SFSS) : Under this scheme, the Odisha government provides rice at a very lower price rate. The Odisha Government State Food Security Scheme will spend Rs 442 crore per year. The main objective of launching this SFSS Scheme is to provide food to poor families at subsidized rates.

Under the State, Food Security Yojana government has covered 25 lakh people and will bear an additional Rs 221 crore from October 2018 to March 2019.

Mukhyamantri Karmatatpara Abhijana (MUKTA) : The CM had launched the Mukhya Mantri Karma Tatpara Abhiyan (MUKTA) on April 18, 2020 with a mission to create rapid, immediate and mass employment opportunities for urban poor, informal and migrant labourers, rendered unemployed and vulnerable in the face of Covid-19 infused crisis.

Ama Gaon Ama Bikash (AGAB): Odisha Government’s path-breaking initiative Ama Gaon Ama Bikash (AGAB) was awarded at the prestigious Indian Express Group’s Infocomm India event held at Mumbai on 18-Sep-2019 as the best initiative in the IT Excellence in Government Sector.

Gopabandhu Jana Arogya Yojana (GJAY) : The Gopabandhu Jana Arogya Yojana (GJAY) is a health insurance scheme launched by the Odisha government, replacing the Biju Swasthya Kalyan Yojana (BSKY). It is a comprehensive health coverage scheme launched by the Odisha government to provide universal health coverage, especially targeting economically vulnerable families. This provides cashless treatment at around 27,000 empanelled hospitals.

Working Capital Loan to GRIDCO

Instream Storage Structure

E-Governance has been responsible for the progression in technology of developing countries and in this context Odisha has implemented some good projects in the state. The goal of E-governance is the ability to access and interact with the world on an even plain.

eGov Initiatives:

Odisha One: Odisha-One is an online platform of Govt. of Odisha. The aim of this platform is to provide convenient services to citizens through a “Unified Citizen portal”.

Mo Sarkar: Mo Sarkar is a feedback based-governance model as part of which the CM, ministers and senior officials seek the feedback of people directly over phone about the kind of services they receive from various government offices.

State Dashboard: in may 2023, Chief Minister Naveen Patnaik rolled out the State Dashboard, a data and analytics-powered platform which will streamline performance monitoring of government schemes, aiding data-driven decision making.

The State Dashboard consists of three critical components – CM Dashboard, Department Dashboard and Administrative Action Monitoring Portal. The application appraises the performance of different administrative departments on administrative parameters.

The CM dashboard shares huge data with the public and is a landmark initiative for transparency.

PAReSHRAM: PAReSHRAM is the web portal of the Labour & ESI Department of the Government of Odisha. As a Digital Platform, it offers quick digital access to all the services delivered by both, the Directorate of Labour & the Directorate of Factories & Boilers, under various Labour & Factory Acts.

Student Academic Management System

SAMS: Student Academic Management System (SAMS) is an integrated portal which provides a common platform for admission into various courses across the State through e-Admission and also several e-Services to students at institution level through e-Administration. Prior to the lunch of SAMS, student admission was manual, time-consuming, and expensive. Looking at the amount of effort and expenses incurred through the Offline admission process, Online (web-based) admission process was planned by Higher Education Department. This was later named as Student Academic Management System (commonly known as SAMS).

This initiative was started in 60 Junior Colleges during academic session 2009-10 and expanded to 169 junior college and 53 degree(+3) Colleges during the session 2010-11. After successful implementation of online admission during the session 2010-11 and 2011-12 under the project SAMS it has been decided to cover all junior colleges(including +2 self financed college) and 162 degree colleges (+3) during session 2011-12. After getting good feedback from college and students All junior & Degree/Autonomous students have come to SAMS Fold and it has been approved by Government of Odisha students take online admission into Junior / Higher Secondary School and degree(+3) classes of Arts, Commerce and Science streams along with Vocational & Sanskrit Educational institutions. This admission process, carried out through internet and computers is called as e-Admission. At present, SAMS covers additional courses in addition to the above i.e. it covers Correspondence, ITI, Diploma, Teacher Education, Physical Education of different departments. Besides e-Admission, SAMS also maintains the academic and financial records of each student admitted into the different educational institutions.

Project Monitoring Unit (PMU) Cell: A PMU cell has been constituted in R and DM Department to monitor different revenue cases at Tahasil. Also it has developed in house help desk software for redressal of grievances.

State Wide Area Network (SWAN): The Government had approved the Scheme for establishing State Wide Area Networks (SWANs). Under this Scheme, technical and financial assistance are being provided up to the Block level via District/ sub-Divisional Headquarters, in a vertical hierarchical structure with a minimum bandwidth capacity of 2 Mbps per link. SWAN is envisaged as the converged backbone network for data, voice and video communications throughout a State/UT with the following salient features:

    • One PoP at each State / District / Block Headquarter
    • Each PoP has Configurable Aggregation Equipment to enable vertical & horizontal connectivity Gateway to NICNET (National Backbone) for Inter-State connectivity.
    • State/ NIC would receive discounted price for BSNL BW cost (MoU signed).

Common Services Centres:

The CSC is a strategic cornerstone to introduce e-governance on a massive scale. A highlight of the CSCs is that it will offer web-enabled e-governance services in rural areas, including application forms, certificates, and utility payments. Government aims to cover villages in the ratio one CSC per six villages under national e-governance plans.

E-Registration: Registration is a major public Service delivered by R & DM Department, Government of Odisha. It includes registration of all types of instrument, registration of societies, Partnership firms and administration of duties related to stamp and stamp duty including court fees. The e-Registration project is a comprehensive project of automation and transformation of all 187 Registration offices across the state have been undertaken by the Department.

ORTPS Daily Bulletin: Odisha Right to Public Services Act, 2012 in Odisha is an exemplary initiative by the State Government to check corruption in public service delivery. The law enables the citizens to demand public services as a right and also includes a provision for penal action against officials failing to provide the services within the stipulated time. The idea is to generate a demand for services, and to provide citizens with a platform for getting their grievances redressed in a time bound manner.

E-District: The project aims at providing support to the basic administrative unit i.e. “District Administration” to enable content development of G2C services, which would optimally leverage and utilize the three infrastructure pillars, the State Wide Area Network (SWAN) for connectivity, State Data Centre (SDC) for secure and fail safe data storage, and Common Service Centres (CSCs) as the primary front-ends for service delivery to deliver services to the citizens at their doorstep.The e¬district portal involves integrated and seamless delivery of citizen services by district administration through automation of workflow, back end digitization, integration and process redesigning across participating sections/departments for providing services in a most efficient manner to the citizens.

Bhulekh: The land record web portal is known as “Bhulekh” in Odisha. This is primarily for public for viewing their record of rights and the map. The textual content of the Land records are available in Bhulekh.It is a representation of Digitization of Land Record data in comprehensive and precise manner .Anybody from anywhere can get access to Land Data for the state by selecting DWIST, Tahasil and Mouza from the drop down menu available. It is available in both Odia and English language. It is developed and maintained by NIC as well as OCAC Odisha division .

Bhunaksha: Bhunaksha is the online version of the Cadastral map which are corrected corresponding to the trace map attached to the case record for various revenue cases such as mutation, OLR, Lease cases, Encroachment etc. Which are field updated by amins. Now with the help of bhunaksha one can be able to digitize the whole map online and no offline correction needs to be done.

Online Mutation: Land Record Management System (LRMS) is popularly known as e- Mutation. Online Mutation of property has been rolled out in all 317 Tahasils in the state. As soon as the document gets registered, the same would be scanned by the sub registrar concerned and sent to the Tahasil concerned and it would be processed without any further application. Also, SMS facility has been introduced to intimate the title holder about the status of the document. The online methodology will eliminate the delay in the process besides making it transparent. Separate provision has been made in the software for documents that have already been registered, but the mutation is yet to be completed. For such cases the applicant can submit the application at Tahasil with Single Window Operator (SWO).

E-Despatch: The Objective of e-Despatch is to ensure instant communication of the Government letters without making any changes to the Government rules as laid down in the Records Manual. All departments of Government of Odisha is using this application and transaction in tune of more than 1 lakh every year. 400+ training and re-training programs for 15 more than 20,000 Govt. employees have been carried out from the date of project implementation.

Social Media use by Odisha government:

In 2016: Odisha government has asked all departments to use social media like Facebook, Twitter and YouTube to establish a two-way communication between the administration and citizens.
